Our baseline meth testing policy
When we onboard a property we arrange a baseline meth test before new tenants move in, and we repeat the test between tenancies. These checkpoints create an evidence trail, so we know the status of your home at each transition and can hold the correct parties to account if an issue ever arises. Without a test at the start of a tenancy, a tenant cannot be held accountable for contamination - which is why baseline testing matters.
This approach also acts as a deterrent. Pukeko openly advertises that it conducts meth tests and uses the "Pukeko Meth Tested" mark, which discourages meth users from applying for your property. Baseline testing sits alongside daily rent monitoring, three-monthly inspections and maintenance as one of the everyday disciplines that keep a rental running smoothly - the Pukeko brochure lists "baseline methamphetamine testing between tenancies" within our core services across the whole network.
Compliance - the rules in New Zealand from April 2026
The Residential Tenancies (Managing Methamphetamine Contamination) Regulations 2026 came into force on 16 April 2026 and set, for the first time, a legal definition of contamination for rental housing. The figures that matter:
- 15 micrograms per 100 square centimetres is the contamination threshold. Any part of a property testing above it must be decontaminated until it is at or below that level. Contamination is assessed room by room, so only affected areas need work.
- 30 micrograms per 100 square centimetres is the uninhabitable threshold. A property with any part testing above it cannot be lived in until it is decontaminated.
- Testing and decontamination must be carried out to the New Zealand Standard NZS 8510:2017, as modified by the regulations.
- Liability follows the evidence. A tenant can only be held responsible for contamination that can be shown to have occurred during their tenancy, which is exactly what a baseline test at the start of the tenancy establishes.
Tenancy Services publishes the regulations in plain English at New meth regulations as of April 2026, and that guidance is what we follow in practice.
Insurance
Decontaminating a meth-affected property can cost $15,000 to $50,000. Insurers typically require proof of contamination and of clearance to the regulated level before they will pay for decontamination and reinstate cover. We help you check your policy, gather the test evidence and make sure the documentation is complete.

You receive the results and an explanation of what they mean for compliance and insurance. We keep clear records so you have proof when you need it - at renewal time, for a claim, or in the unlikely event of a dispute.

How often is my property tested?
At a minimum, at the start of every new management and between tenancies. If concerns arise during a tenancy we will discuss targeted testing with you.
Is baseline testing worth the cost?
Baseline testing is a proactive, preventive cost that protects owners from far greater expense later. If contamination is proven and attributable to a tenant, the baseline evidence is what lets you pursue recovery as the law permits. Without it, the cost is yours.
Will testing delay letting the property?
We plan testing early - during onboarding or immediately after a move-out - to keep your days vacant low while maintaining compliance and documentation.
Do tenants know the property is tested?
Yes. Because testing happens at the start and end of a tenancy it is built into the standard process and communicated up front. That clarity reduces friction, and it is a deterrent in itself.
Is the older 1.5 figure in the Pukeko flyer still current?
No. Until April 2026 the New Zealand Standard's level of 1.5 was the reference most insurers used. The 2026 regulations replaced it for rental housing with the 15 microgram contamination threshold and the 30 microgram uninhabitable threshold described above, and those are the figures we work to.
